Following the instroctions or even looking on guides on internet but everything takes me to the web page with the ip address, looks like that page is down.
I have no other options now...

TG2482A is not supported by Arris. Arris supports only the retail products that are available on surfboard.com but not the ISP lease products. But for suggestion you can try accessing this modem GUI by trying on different web browser and also try after clearing cookies and catches and clear the browsing history.
