Cannot even view my SB8200v3 admin page even with direct ethernet connection

This is very strange. My ISP is Spectrum. It took them an HOUR to provision this modem to connect it to the internet. It works. It’s worked for a week. But we cannot even VIEW the login page. It times out. Nothing has worked. 20 second factory resets
