                             Answer to your question is NO, Arris is the manufacturer of cable modem, Gateways ( combination of modem and router), Mesh routers etc., So to activate your Arris modem for internet you should contact your Internet service provider (ISP) and Arris modem are most likely compatible with all ISP but you can also confirm with your respective ISP before activation process.
