I set up the router with the iOS app. I did not have to set a password. It sent me a verification email with a 6 digit code. I cannot log into the web based router because I don’t know the password. I tried the 6 digit code, but didn’t work.  The error tells me to use a valid email, which is what I’m doing.

In this case we would suggest you to perform hard reset on the modem the uninstall application and after the modem reboots connect your device to the modem wifi network then re install app then try logging into the application using different email address to setup the application. After resetting the modem will go to default setup any custom settings will be removed so use the default network name and password to connect to your network. Please just follow the steps mentioned on the below article to setup the surfboard central app.
