create account in surfboard central

Trying to create an account with Surfboard Central  when setting up the connection with my network . I put in the email address and enter it takes me to the form where I enter my name and approve Arris to send promotions. No matter if I hit to SIGN ME IN or CREATE AN ACCOUNT I am taken back to the beginning of the form. It never lets me complete the account creation.  I have been running Surfboard Manager and will be till I can figure out the problem  

ANY SUGGESTIONS?
