To minimize vulnerability, can I change the admin password before I connect the cable for internet access? Or does it require xfinity activation first?

S33 is just a cable modem so you can connect the modem to power and on direct connection that is by connecting device like computer or laptop you can access modem settings page or GUI even without activating modem and you can change the modem login credentials. So to change the modem login password internet or the modem activation is not required.
