I do not have an ethernet port on my laptop. How can I set up the modem? I cannot reach the manager page.

There usually isn’t much to connect to setup.
You can call your isp and have it activated. Then simply connect a router to it and run through the routers setup.
Once its setup, try navigating to 192.168.100.1 if you want to log into it.

When i try to connect to the site on my cell phone it times out. And obviously on my computer I don't have the internet connection yet. Am I missing something obvious? Thanks!
