Unable to connect S33 to Eero 6+

I tried upgrading my mesh network to Eero 6+ from a Tp link Deco system on an Xfinity isp. The Eero wont connect to the modem. I tried everything I know but the only way I can get it to connect is to connect the eero to the tp link router instead of the modem. Is it a gateway issue that I need to allow permissions in the S33 for the eero so i dont have to use the Tp Link?

S33 is a cable modem with a 3.1 DOCSIS high speed, initially, S33 was connected to Tp-Link and it provided internet. 

Now the router had been changed from Tp-Link to Eero 6+ do a power cycle on the modem, and try connecting the modem to the Eero 6+ and check for the internet 

To do a power cycle on the modem: Unplug the co-axial cable and power cable wait for 30 seconds and plug in the co-axial cable and power cable back
