The first light on my SB6190 is on and solid the second light is blinking on and off what does this mean?

first light? The one on the top?

if so, thats the power light. It should blink when it first starts bootup and then go solid. The 2nd one is the downstream light. That should blink when its trying to connect to the ISP. 

Is your device activated from your ISP?
