So I am only getting the download link to light up setting up this modem on Xfinity
no upload and no internet
this is out of box
have tried reboot a few times

do you have a screensnip of the cable connections page? (shows the upstream/downstream values)
Also the logs?
Did you check with xfinity to make sure it was activated?
