Do all owners of SB8200 have the issue, not being able to access the web portal manager?

I am a previous owner of an SB6183 and an SB6190, I have had no issues with accessing the web portal manager with these two modems. I am on the same router (TP-Link Deco S4) I used with my SB6183 and SB6190.  The difference at my end is: 1, I upgraded my Spectrum package from 400mbps to 1gig. 2. I purchased the SB8200 modem for the DOCSIS 3.1. Is it something at my end that prevents me from using the web portal access (192.168.100.1)?  Or is this a known issue that Arris is working on a fix?

Try connecting the modem directly to a computer using an Ethernet cable. Make sure that only the computer is connected to the modem no other devices should be plugged in. Once connected, restart the modem.

If the modem is still not reachable, you can try the workaround method recommended in the link below.

The instructions in the link did not work for me, instead I chose to follow instruction from another member.  I took an old router and configured it to the same IP range, connected to the router on port 2, and I have been successful in reaching the web manager this way.

A workaround was not needed with the SB6183 and SB6190, are you working on a fix?

FWIW, the steps you took to configure an old router to the same network (192.168.100.x/255.255.255.0) is the same as manually configuring a PC’s IP address to 192.168.100.x (where 1 < x <= 254), mask 255.255.255.0,  and connecting it to the SB8200. I have done this many times with many different types of networked devices, so I’m not sure what when wrong when you tried it.

(For some reason, the management IP address of these devices - 192.168.100.1 - cannot be changed. This is a peculiar limitation and the only network device I have ever used where the end user cannot change the management IP address.)

I have an ASUS router’s WAN port connected to a SB8200v3 and the wireless LAN has a different network ID (not 192.168.100.x). I am able to reach the SB8200v3 device’s web management tool from the wireless LAN using ‘https://192.168.100.1’. (Oddly, I am not able to ping that IP address?)

It seems that there must be something different in how the SB8200 allows connections to its management IP compared with the other devices you have, because you say it works with your current router on the other devices, but not with the SB8200. No idea what might be different, though...
