Frist time. No internet. Only accesses Spectrum activation page. I thought they should all be green. 3 are green and one is blue (download).

The led lights of sb8200 seems to be solid and good to connect internet . As you are getting the Spectrum activation page , do contact Spectrum (ISP) provide HFC MAC ID and activate the modem.
or try self-activation for spectrum https://activate.spectrum.net/
