What do I need with a 3.1 surfboard to connect to a TV?

You need a router. 

The SB8200 is a modem only device. You should connect a router to it and then a tv.

Current setup: Netgear CM3000-->Netgear RBE973S-->2.5gig tp-link switch, Xfinity 2.4gig/350mbps
