sb8200 is a 3.1 DOCSIS cable modem. The LED light status is Power/Receive/Send and Online .
Usually if the second light (Receive) is Blue in color shows High-speed Internet connection with downstream channels in DOCSIS 3.1 , the other lights might be seen as a light shade of green or white due to the blue light which is highlighted more.
To know more about if the modem is functioning connect the modem directly to a ethernet port laptop or computer and check if it is able to provide internet connection. If not check the IPV4 address .
