For the last couple weeks, the top blue / download light is not lit...internet has been working fine. Sometimes the 2nd blue / send light is lit, sometime it is not...ISP says everything looks normal on their end (strong signal sent / received etc.) I have tried rebooting and same thing. Could the top blue light just be burnt out? Only had this for about a year...

Blue upstream and downstream lights indicate that the modem is receiving a DOCSIS 3.1 signal from the internet service provider. Green lights on the upstream and downstream indicate that it is receiving a DOCSIS 3.0 signal.
Make sure that your internet service provider is sending a DOCSIS 3.0 or DOCSIS 3.1 signal to your area. While they can see the signals on their end, it must be properly transmitted to your location.
