The first light is solid but the second is just flashing. Did the ethernet to the laptop and still no internet, can't even connect to the modem itself.

You might check with the isp to see if its activated and if they can see it. The 2nd led from the top is the receive led. Thats showing your connection from the ISP downstream to the device.
