SB8200 slows, is fast upon reboot, then slows again within seconds

Using Cox cable, SB8200 modem works at 600mbps+ then slows to 20mbps.  Rebooting the modem and checking the speed results in 600+mbps for less than a minute until it slows again.

To begin isolating the issue, please connect the SB8200 directly to a computer using an Ethernet cable via the Ethernet port. If the issue still persists after this setup then we recommend checking the cable signal levels within the modem. If the signal levels are out of the acceptable range, they can lead to the kind of slow speed issues you're experiencing.

When the signal levels are within the recommended range, your modem can maintain a stable, high-quality connection to the internet

Got a screensnip of the cable connections page and event logs? 

Those show the connection back to the isp and if you’re getting decreasing speed, it usually indicates a line issue
