Second port is not working on SB8200v3

I have my new SB8200v3 modem and I noticed there are two ports only. The top port is no problem, but does the bottom port even work? And if it does, how do you get it to work and what can it do?

 This is the situation , even though you have 2 Ethernet ports on the back of the modem , you will be able to connect one device at the time and the reason why its because the modem is getting just 1 valid IP address. If you want to use both ports at the same time you will need to contact your ISP and request a secondary IP Address

I purchased this modem specifically for having two

ports. Will my ISP charge me to activate the second port?  If so can I return it?

The 2nd IP address must be subscribed to from the cable provider; not all cable providers offer additional IP addresses for residential service.

why aren’t you using a router attached to it? The route provides a firewall for security for you
