When I typed in the web address for the web manager, it went straight to it.  It did not require a login and there is not a tab to change the password.  Is this typical?

This is not typical. It should ask for the login credentials to access interface so maybe this is happening cause of the auto save of your login credentials on the device. Perform hard reset on the modem and check the interface again.
