SBG10 gives out public IP and unable to access the wifi

I reest my SBG10 and when I connect to it with ethernet it show my PC having a public ip address (72.175.x.x) instead of 192.168.x.x. also the wifi is not broadcasting.

do you go through the reinstall process? 

Is it currently activated through the ISP

Current setup: Netgear CM3000-->Netgear RBE973S-->2.5gig tp-link switch, Xfinity 2.4gig/350mbps

I found out that the documentation online lies and you don't hold down the reset for 10 seconds but for 15 seconds.   It's working now.
