I set up both 2G and 5G guest accounts on my SBG6950AC2 modem/router. However they are not shown/offered as Wi-Fi options. How do I get them to be made available?

In this case we would suggest you to try restarting modem once again and try the trouble shooting steps mentioned on the below link. Change the security mode to most compatible one then save settings this will enable the modem guest network.
