I cannot connect to the internet and turning the Arris on and off did not work

Did you contact your isp to check the connection between them and the modem?

Current setup: Netgear CM3000-->Netgear RBE973S-->2.5gig tp-link switch, Xfinity 2.4gig/350mbps
