Not that I’m aware of.
Many devices have a built in features to set data limits. android and windows have it.
Is it a specific device you’re wanting to limit?

Back in April my upload increased significantly. So I would like to limit upload data to 1 gb or less as before April it never went above that. After April it jumped to as much as 15GB daily. I am not savvy enough to see if a RDP has been deployed but after doing some research I suspect someone has secretly deployed one.

The upload speed provided by your ISP may depend on the compatibility of your modem/router. If high data usage is affecting upload speeds, I recommend reaching out to your ISP for assistance.
