I forgot my password for the arris app and the Wi-Fi. Can I reboot the system and start over

I forgot to mention, I have the SPG 8300


You'll have to factory reset it 


If you are not sure about the Wi-Fi password, I suggest you to factory reset the modem to get default settings.
