New SBG8300 wont progress past blinking green lights

I'm trying to setup this wifi cable modem.  Followed instructions 100% multiple times over many days. The modem WILL NOT progress past blinking green lights to SOLID GREEN lights where I can activate withy carrier.   Currently sitting on blinking green lights for 1 hour. 

 

Please help. Xfinity says it is a device issue.

In this case to check on this further could you please help me with your internet service provider name and the speed plan you are opted for? If you want to check the modem status you can try connecting device to the modem wifi network and check for modem GUI or the modem interface access.
