Today I switched my SBG8300 from the modem & router mode to WAN over ethernet mode - since I switched to fiber internet.

Unfortunately, the SBG8300 appears to be limiting my 1000mbps to 60mbps, both for ethernet and wifi.  

I tested running a cat6 cable directly to the fiber modem and I get the full 1000, but when I run it through the SBG8300 I only get 60.  I’ve restarted it several times and ensured all ethernet ports are set to 1000mbps.  Any solutions or settings I’m missing?

I’m surprised it works at all. Most modem/router combo devices are either a modem/router combo device, or just a modem. 

The guide says you need to use port 4 as wan for the sbg8300. Are you doing this?

Yes, my fiber modem has a cat6 cable going into port 4 of the SBG8300.  The “WAN Interface Configuration” DOCSIS CChange] is missing from my Arris SURFboard, but the Hardware → Ethernet menu I can select “WAN Over Ethernet” check box, which I checked.
