I can’t seem to manage any devices from the web browser, nor can I add devices to profiles on the app on IOS.

In this case you can try basic trouble shooting like restarting and resetting modem. This will help you in configuring the modem to get the parental control setup right and check whether the SBC ( Surfboard central) app in updated version, you can also try on android device if you have one for the SBC app setup.
