No dial tone in svg2482ac

Th modem is connected to Comcast and provides internet service. I get no dial tone for the phone and neith of the Tel lights are illuminated but they flash during power up. Is this a Comcast issue?

It is. The ISP has to activate the telephone settings during provisioning

Current setup: Netgear CM3000-->Netgear RBE973S-->2.5gig tp-link switch, Xfinity 2.4gig/350mbps
