Comcast provided me with two phone numbers. On my previous Arris modem they could configure the modem so both phone numbers were accessed thru one jack on the modem. Comcast claims this is not true on the T25. Must I use both jacks on the modem in order to have both phone numbers?

Yes, that is correct you need use both phone ports on T25 to use two phone number and also that has been confirmed by your service provider so please do check with that setup and that may fix the issue.
