SB8200 reboots every 10 minutes when coxial isn't plugged in.

Testing the SB200 when only power and ethernet connected.  Unit reboots after 10 minutes.  Is this normal behavior when no coxial is connected?  This is my second purchased one.

Not 100% because I don’t have that modem but I’ve seen other devices that will go into a boot cycle if they don’t detect anything on the coax side. 

Current setup: Netgear CM3000-->Netgear RBE973S-->2.5gig tp-link switch, Xfinity 2.4gig/350mbps
