I bought the SB8200 around March or so and have connected it without it actually providing the internet so I had to borrow a modem in the mean time. I have contacted and had the ISP who have come out multiple times without coming to any conclusion other than that modem is the problem. Is there any reason for this? Is there an easy and clear way to troubleshoot other than just restarting?

You can connect modem to power and connect any device to the modem directly to the ethernet port and check for the modem IPV4 address using command prompt or on the system setting. IPV4 address should be the private IP that indicates your modem is working fine and also you can confirm the same by accessing modem GUI or wen interface to make sure the modem is working fine or not.
