intermittent internet connection on sb8200

Sb8200 incoming light weak and not Blue. Outgoing solid blue. Internet gets dropped for brief periods. Are these issues related? Does modem need to be replaced ?

Current setup: Netgear CM3000-->Netgear RBE973S-->2.5gig tp-link switch, Xfinity 2.4gig/350mbps
