IS SB6190 UPLOAD speed affected by a 36.50 dBmV voltage

Is this a modem issue or a provider issue ?  POwer for upload bonded channels is approx 36.50 dBmV for all four channels as reported by the Modem home page.  Will getting a docis 3.1  modem help or is it just a provider issue. and voltages will also be low for the new modem. Currently I cannot get higher than 12 Mbps upstream

If the cable signal level values are in accepted range as mentioned on the below article and if still you are facing slow speed issue then that can be fixed only by re provisioning modem by the service provider. Since sb6190 is just a cable modem we would suggest you to check the internet connection without router and monitor modem on direct connection for 24hrs.
