I am using the quick start guide that came with my product. I have completed step 1-4. I did have to use my cell phone because I don’t have a laptop. It says in step 5 that the lights will go solid white after us/ds and online stop blinking.

The lights Flashing on the modem is a normal behavior, Since your are Installing the modem for the 1st time. As per the user guide instructions the lights should go solid, If not we may have to try with the activation of the modem by following the 6th step of the user guide, Or else you may have to directly contact your Internet service provider.
As an Alternative, You can also connect the default wireless network and access the modem Interface to complete the wireless setup. check for the steps by following the below article.
