Is the lack of a DOCSIS 3.1 Modem-Router combo product with Wifi & Voice 1) an Arris marketing decision, i.e., too small of a market, 2) an Xfinity compatibility issue, or 3) an engineering task to great to integrate the features within 3.1?

I’m betting its an issue of cost. Its not cheap to certify modems and most of them are only compatible with xfinity’s service. So with a smaller service market (most users are switching to cellular), its not cost effective to certify a 3rd party device for such a small market. I’m not arris but that’s my thoughts on it.
