What does it mean when the two blue lights and keep flashing on this modem(sgb6700-ac)? i have tried to reset this network settings but it hasn’t work. I have also tried hard resetting.

Middle two lights on the modem are signal light and that should be solid blue. So only the when the modem is not receiving proper signal from your ISP then the middle two lights on the modem will be flashing so please follow the steps mentioned on the below link to check the signal level and also the online light on the modem should be ON if that remains off then you wont be able to access internet from the modem. So please do contact your service provider to provision your modem.
