Unable to login the GUI web portal

I want to get on my modem/router’s admin page. I use Chrome to go to the IP address. I get:

This site can’t be reached

IP address took too long to respond.

Also tried this in Firefox and set the TLS to 1.2 and got this:

The server at IP address is taking too long to respond.
