how to login to web manager and turn off the wifi    my windows 11 won't let me get into the ip address

You can try to access modem GUI or interface on different web browsers and also try clearing the browsing history, cookies and catches on the browser and restart or power cycle the modem for a minute this will help you in accessing the GUI.
