I am having the same issue, and this link does not fix the problem.
The parental controls page is greyed out and unusable, as described at this link:
The unusable page is accompanied by a pop-up stating:
“ARRIS recommends using the McAfee Secure Home Internet for Parental Control functions. Visit the ARRIS Android and APPLE Play stores for the Mobile Application to manage this service. Please refer to Secure Home Internet documentation at SURFboard.com for more information.”
This message is, of course, somewhat difficult to parse, and references the nonexistent “APPLE Play store”
When downloading the “McAfee Secure Home Internet” app onto my mobile phone (already ridiculous having to do this), I am met with a page asking for my Mcafee e-mail address. When I input my e-mail address, which is already associated with a Mcafee account, I get an error saying “Sorry, we couldn’t verify your email address -- try again.” There are no other options in this app other than dismissing this window or viewing the privacy policy.

If the parental control setup fails we would suggest you try restart on your modem and then give it a try to setup parental control again by following the same steps mentioned on the above article. And if you are looking for a guide to setup McAfee Secure Home Internet app please follow the steps mentioned on the below article for Android and Apple devices.

Restarting the gateway does not remedy the situation. Parental controls are still greyed-out, as I have described, with a pop-up window in poor English suggesting that McAfee Secure Home Internet is required to enable parental controls.
These links you have sent for setting up the MSHI app reference the same steps that I have outlined in my previous post, which I and the other user have attempted, and which do not work.
Upon entering an e-mail address (any e-mail address) on the Log in screen, a pop-up window appears saying, “Sorry, we couldn’t verify your email address -- try again”. There is no way to access the described Sign up screen, since the McAfee SHI app appears to be nonfunctional.
For a gateway that retails at nearly $200, this is a surprising level of incompetence on the part of Arris.
