You could always call the ISP (ugg) and have them provision it using the mac address. Then it’ll be provisioned and you can connect a router to it.

Current setup: Netgear CM3000-->Netgear RBE973S-->2.5gig tp-link switch, Xfinity 2.4gig/350mbps

That’s what I ended up doing (Calling the ISP and providing serial number and MAC address). You might be able to remotely provision if your ISP has a web site and you can hit it from your phone.
