What does it mean if all four lights are green while rebooting but the two middle ones turn blue and power and glove button go white? I am not getting internet but isp says signal is just fine. Also Ethernet port is flashing yellow on back or modem and router. Have already tried new Ethernet and resetting router and modem

Those are not normal behavior. The two middle LED blue means the DOCSIS 3.1 DS/US channels are locked. SB6190: LED Light Status
If you had a storm or power outage, it may have damaged the unit. Try holding the reset for 20+ seconds to factory reset the unit as the last resort.
