Basically to login on the web manager (GUI) the modem power light need to be solid if its connectivity issue we can login with 192.168.100.1 and check cable signal levels .
Kindly share the highest and lowest value of the Power /SNR for downstream and Power for upstream.

I was having power level and noise issues. Xfinity came out and fixed somethings on the pole, grounded my splitter, replaced a cable with jacket damage, and disconnected a few unused runs.
It was odd that some times when the surfboard had a flashing SEND LED, it wouldn’t be available on the browser or via ping. I don’t have a laptop that I could hardware to it, so my best theory is that the my Netgear wireless router was blocking access when it felt the internet was diconnected.
Everything is working now.

It’s normal for the modem to be unavailable when the SEND LED is flashing. The modem is trying to lock upstream channels and there’s no network communication from on the wireless router until all the IP Addresses are up.
To get to the modem’s GUI when the SEND LED is flashing, assign the following addressed in your wireless router WAN settings.
IP Address: 192.168.100.5
Subnet Mask: 255.255.255.0
Gateway Address: 192.168.100.1
Set the WAN back to DHCP after you’re done.
