Was told by Arlo must do the following to the modem

  1. install network monitoring tool
  2. dhcp and dns fixation
  3. removal of old network configuration and reconfigure
  4. network optimization 
  5. right firmwear assignment to router
  6. Computer and network cleanup

arlo has not been helpful in getting a he cameras to work

Are you able to connect your camera to the modem Wi-Fi network?

Do you get any error message while connecting to modem Wi-Fi?

Try connecting camera to the 2.4 network.
