I cannot connect to the internet because the upstream frequency range. Arris range is 5/42 but it must be 5/65 in Turkiye. Is anyone else can change the frequency with backgruund software.

You can’t. The firmware is part of the provisioning from the ISP. Your ISP can contact arris to get newer firmware but they rarely will do that as they have to certify it then.
