Can I setup my w31 2-pack as access points to my service provider modem/router combo? I have a wifi 6 modem from xfinity which if possible I would like to use the w31 as access points only.

The w31 should have an access point mode. It did the last time I used it.
Yes, this is possible. In the Surfboard Central app, look under Network → Network Settings → General Settings and enable Bridge Mode.
