Difference between the options "restart router" and "reboot device".

I would like to know what is the difference between these two options, because they appear to make the same function.

Is this on a combo device? You don’t put which one you have. 

If its a combo device, it might just be the internal router restarting while leaving the modem active. Versus the other doing a full reboot on both.
